Governor Cuomo plays a big role in LIPA's decision as he directs the overall energy policy for NYS and appoints the majority of LIPA trustees. If LIPA chooses fossil fuel instead of clean energy, East Enders will be stuck with polluting and expensive fossil fuel generators for decades.
