Congress is grappling with the benefits and risks of using Facebook, Twitter and other social media during emergencies

When Hurricane Katrina ravaged the U.S. Gulf Coast in 2005, Facebook was the new kid on the block. There was no Twitter for news updates, and the iPhone was not yet on the scene. By the time Hurricane Sandy slammed the eastern seaboard last year, social media had become an integral part of disaster response, filling the void in areas where cell phone service was lost while millions of Americans looked to resources including Twitter and Facebook to keep informed, locate loved ones, notify authorities and express support.

U.K. - Rapid Response Network Ready if Crises Hit

Department for International Development (DFID) - March 7, 2012

Britain is to establish a new rapid response network of top UK-based businesses and charities to provide emergency relief when major international crises hit - such as floods, famines and earthquakes.

The network, called the Rapid Response Facility, will mobilise life-saving support in the critical hours following a humanitarian disaster, Andrew Mitchell said today.

It is the first time a British government has brought together the power of the private sector as well as non-governmental organisations in this way to take part in emergency relief.

UK Nuclear Fuel Plant to Close Amid Japan's Turmoil

The 11 March earthquake and tsunami that crippled Japan's nuclear industry has claimed a commercial victim thousands of miles away: the Sellafield Mixed Oxide (MOX) plant in Cumbria, UK, is to close "at the earliest practical opportunity" the UK Nuclear Decommissioning Authority announced today.

The plant's only customer was the vastly-troubled Japanese nuclear industry, currently embroiled in a programme of plant shutdowns as the scale of the seismic menace some of its power stations face comes into sharper relief. A Sellafield spokesman said plans to close one plant in particular, at Hamaoka, was instrumental in sealing the MOX plant's fate.

Situated on the coast some 200 kilometres south of Tokyo, the Hamaoka nuclear power plant straddles two major geological faults and has been described by seismologist Katsuhiko Ishibashi at Kobe University as a "kamikaze terrorist waiting to explode".

"Preparing a country for disaster will become a core part of the UK government's development programmes around the world to ensure a faster and more efficient response to major disasters," the Department of International Development (DFID) said on Wednesday in an official response (.pdf) to Lord Paddy Ashdown's independent review of humanitarian disasters that was issued in March, the Guardian reports.
