This working group is focused on developing and refining the use of open knowledge and advanced components within the Resilience Systems.

The mission of the RS Open Knowledge working group is focused on developing and refining the use of open knowledge and advanced components within the Resilience Systems. Advance components within the Resilience Systems and MPHISE will be proprietary components that are linked to open knowledge, which may require payment or additional permissions for use, beyond the Resilience Systems / MPHISE core.

Central to the Resilience System Open Knowledge philosophy is that all citizens of a vital and resilient community or society need open access to scientific evidence at the level of data, information, and knowledge, and that baseless knowledge should be revealed as such.  This is the foundation of open and constructive discourse.  With the broad spectrum of a community or society encouraged and able to engage in this type of discourse to make judgments on this type of open science and evidence base, the community or society as a whole will have a better platform for their decisions.  This open knowledge platform, in itself, will improve the health and human security of citizens and raise the collective intelligence of their communities -- which is essential to resilience and sustainabilty.  

As the Resilience Systems and MPHISE are tapped by larger and larger audiences, the leadership within the Resilience Systems and MPHISE must ensure that all aspects of our systems are operating legally, and even if legal, are not abusive.  Controversy regarding the validity of evidence or its meaning is fine.  Personal attacks, violations of privacy, or offensive materials displayed for the purposes of sidetracking or degrading discourse will require rapid removal.  Since a centralized policing and enforcement mechanism is likely not to be effective as the RS/MPHISE systems grow, there must be clear rules that the user base can use for marking materials they think are abusive, offensive, or illegal.  The Resilience System and MPHISE administrators must have a mechanism for quickly acting to remove such information, along with routine removal of spam and other inappropriately commercial materials. 

Please share your ideas about what you think some of the core principles should be in the Resilience System Open Knowledge Policies, as well as suggestions on practical processes that can be engaged to transact the RS Open Knowledge policies.

Scientists to share real-time genetic data on deadly MERS, Ebola

LONDON, April 21 - Genetic sequence data on two of the deadliest yet most poorly understood viruses are to be made available to researchers worldwide in real time as scientists seek to speed up understanding of Ebola and MERS infections.

The project, led by British scientists with West African and Saudi Arabian collaboration, hopes to encourage laboratories around the world to use the live data -- updated as new cases emerge -- to find new ways to diagnose and treat the killer diseases, and ideally, ultimately, prevent them.

"The collective expertise of the world's infectious disease experts is more powerful than any single lab, and the best way of tapping into this...is to make data freely available as soon as possible," said Jeremy Farrar, director of the Wellcome Trust global health charity which is funding the work.

The gene sequences, already available for MERS cases and soon to come in the case of Ebola, will be posted on the website virological.org for anyone to see, access and use.
