Ebola showed aid delivery desperately needs an overhaul

WASHINGTON -- The Ebola epidemic exposed long-standing holes in aid delivery,  which desperately needs an overhaul before the next international emergency hits, aid experts said on Thursday.

Many of the shortcomings seen during the Haiti earthquake of slow responses and uncoordinated relief efforts were repeated during the Ebola crisis that erupted in West Africa a year ago, they said.

With Sierra Leone and Guinea continuing to report cases of the deadly virus, the international community must act urgently, said Carolyn Reynolds, external relations manager at the World Bank.

"We need to think outside the box," she said at a panel on global health preparedness held on Capitol Hill.

 Public involvement in efforts to control the current Ebola virus disease epidemic requires understandable information. We reviewed the readability of Ebola information from public health agencies in non–Ebola-affected areas. A substantial proportion of citizens would have difficulty understanding existing information, which would potentially hinder effective health-seeking behaviors....

Several factors, including readability of information provided (8), can help reduce health literacy deficits...It is recommended that health information materials should be written at a level typically understandable by an 11-year-old person ... anxiety or panic attributed to a highly virulent infection, such as Ebola, might hinder comprehension of related information (11).

Ebola crisis: UN's Ebola mission HQ in Ghana to close

The UN's emergency Ebola response headquarters in Ghana's capital, Accra, is to close as the outbreak slows.

The head of the mission, Peter Graaff, met the Ghanaian president to thank the country for hosting the agency since it was set up in September last year.

A small team will stay until the end of June to co-ordinate air operations, the agency, known as Unmeer, said.

Ghana has not been affected by the epidemic in West Africa, which has killed more than 11,000 people.

The BBC's Africa health correspondent Anne Soy says the mission set up its headquarters in Accra as it was far enough away from the affected countries, where there was logistical lockdown, but close enough the epicentre of the outbreak.

G7 states vow to wipe out Ebola but offer little concrete action

KRUEN, Germany - Leaders of the Group of Seven industrial nations pledged on Monday to wipe out Ebola but offered little in terms of concrete action, disappointing non-governmental organisations.

G7 leaders said in a communique at the end of a two-day summit in the Bavarian Alps that they would offer help to at least 60 nations, including in West Africa, over the next five years to help prevent outbreaks from turning into epidemics.

More than 11,000 people have died in the Ebola outbreak in West Africa since the first reported case in March 2014. The G7 said the crisis showed it was necessary to enhance the world's ability to prevent, detect and respond to such emergencies.

The G7 nations said they would work together to combat future epidemics and boost or establish strategies to quickly deploy teams of experts with a variety of skills via a common platform, but their communique was thin on detail.

Florian Westphal, General Director of Medecins Sans Frontieres (MSF) Germany, said the leaders had done little to ensure epidemics would not spiral out of control in future....

....To the extent there is discussion of improving the international response to epidemics, the focus has been on the need to reform the World Health Organization. Such reforms are badly needed, but even a fully effective WHO will not close the most gaping holes in the world’s epidemic response system. Even if the WHO did a better job of recognizing outbreaks that pose a risk of epidemic and alerting the world that action is needed, it does not have the substantial response function needed to combat such an epidemic. Recent discussions about creating a WHO response function — assuming that the agency could be trusted to manage it — rely largely on overburdened and underfunded nongovernmental organizations to staff a response. Thus, any new WHO response capacity will lack military-style mobile hospitals ready to be deployed; battalions of medical personnel with accompanying security support to isolate and treat the infectious and the ill; or a medical airlift capacity to move patients to places where they can get help...

LONDON -- Global health leaders will ask G7 leaders this weekend to back the creation of a specialist rapid response unit to tackle outbreaks of infectious killer diseases.

The corpse of a patient who passed away is given back to the family for funerals after being decontaminated by the MSF teams. It was washed with chlorine solution and put it in a hermetic bag also disinfected to leave the high risk area.

The move reflects how the World Health Organization in particular was caught unprepared last year by Ebola, which spread through three West African countries, has killed 11,000 people, and will not be stamped out before the end of this year.

Jeremy Farrar, director of the Wellcome Trust global health charity, said the unit should come under the WHO, but be free of bureaucracy and able to act independently "in days" when a potentially fatal epidemic begins...

NEW YORK -- The global health system is unable to handle another mass epidemic like the Ebola outbreak in West Africa, Médecins Sans Frontières said, urging wealthy nations to develop coordinated response plans and drugs to fight neglected diseases.

Late and slow international response, the absence of solid leadership as well as the lack of treatments and vaccines are a recurrent scenario in many of today's health emergencies and are not unique to the Ebola epidemic, the medical charity said.

"If a global pandemic were to strike tomorrow, there is still no well-resourced, coordinated international response in place to kick in," Joanne Liu, the international president of Médecins Sans Frontières (MSF), said in a statement on Wednesday.

Ban to convene international Ebola recovery conference in New York

To help mobilize needed resources “in the last mile of the response” against the Ebola outbreak and to start the affected West African countries on the path of early recovery, United Nations Secretary-General Ban Ki-moon today announced that he will convene an international conference next month.

UN Official Says Ebola Will End in Sierra Leone in Weeks

The U.N. Ebola chief said Monday he believes "it's only a matter of weeks" before the Ebola outbreak in Sierra Leone ends, but stopping the deadly disease in Guinea will take more time because in some areas unsafe traditions still hold sway over what's good for people's health.

Dr. David Nabarro stressed in an interview with The Associated Press on Monday that the Ebola epidemic "absolutely isn't over" though Liberia has been Ebola free since May 9.

"We have cases occurring, not in huge numbers but enough to be very disturbing, in Sierra Leone and in Guinea," he said, and the situation in Guinea is especially troubling because surprise cases have been popping up that are not part of known chains of transmission.
